twisting and bending at the waist with low impact tends to make the waist smaller (ie belly dancing, certain types or yoga). But anything that requires heavy weights or too much stabilization (side bends with weights, side cruches) will probably make you as wide as a barn.
I'm not a professional but i notice anything that gives me a good inner thigh and waist stretch tends to help me decrease and thats saying a lot since i'm ruler shaped!
