Makes no sense to put France as 9th and UK as 5th.
France has a nuclear aircraft carrier, UK does not, better and more complete nuclear arsenal (such as submarines at the bottom of oceans capable to launch up to 30 nuclear missiles at once…)
The military industry in France is stronger.
I think putting Britain as 5th and France as 9th is the consequence of a huge personnal bias.
