China's 🇨🇳 taxing overseas investment gains
is like an addict desperately needing money for drugs.

How on earth can China find out who has overseas investment gains and how big those gains might be? There is no Chinese version of FATCA, and I doubt offshore havens will cooperate with blanket requests for information from China.
