This could either become a western NATO/EU supported statelet or part of Poland or Lith. Russian occupied Karelia could/should be restored to Finland if Russia fragments. Even St Pete might want to be a prosperous, western leaning independent ethnic Russian state. The overhanging question for these areas do you want to be prosperous & free or oppressed and poor?
