I suspect that Russia expected to take Ukraine quickly, then move on Lithuania and Poland, to "Rescue" Kaliningrad, given that the West originally didn't seem disposed to support Ukraine in any meaningful way. That plan failed dramatically. If Ukraine defeats Russia, even in a negotiated settlement, then Kaliningrad will readily become independent and a NATO member, as will Ukraine.
