Granny knows nothing about the current situation in the Russian military, so this is a genuine question.
Still, Granny remembers with amusement that when the Communists' rump was trying to shut down Glasnost, four out of nine members of the Central Committee were visibly drunk and incapacitated well before "the Sun was over the yardarm," i.e. by mid-afternoon.
