Let the Philippines allow the United States to lease islands in the Scarborough and Spratly groups for a temporary military training base to be shared by the US, UK, India, Australia, European, and Japan Navy. For sure, china would think twice before getting into other island.

When the U.S. military bases Clark Air Force base and Subic Naval Base were in the Philippines, there was no bullying China.
